Last September and October 2019 when the council engaged the community members in collecting feedback for the proposed framework for the Casey Complex site. Now the residents of Cranbourne East will soon enjoy a bustling new precinct at the Casey Complex site, as the new Complex Urban Design Framework (UDF) gets adopted.

Located in the Cranbourne East, the Complex UDF will support the growing community nd create a place that engenders an exciting and vibrant community destination through intense and diverse land uses.

City of Casey Mayor Cr Susan Serey noted the positive opportunities the precinct will provide, whilst effectively meeting the community’s needs.

“As the City of Casey continues to expand and mature, Council continues to look at ways to improve the facilities and infrastructure our communities need and deserve.”

The frameworks aims to enhance existing landmarks and improve the look and feel of the place by providing design guidance for the development of buildings, public areas, and open space within the Casey Complex site.

With improved amenities, shops, cafes and dedicated public open spaces the precinct will attract potential investment, innovation and community events and in turn open up job opportunities through education, community, health, recreation and leisure facilities.

The framework also aims to improve traffic flow in and around the precinct and access to public transport options with a key priority of the project to connect Main Street to the future Cranbourne East train station, enhancing pedestrian safety and access to the precinct’s facilities.

Main Street concept design is set to commence in 2022.

$5.9 million worth facility of Botanic Ridge Family and Community centre in the ground of Botanic Ridge Primary School opened its doors for the first time this week. The new centre that is set to welcome kindergarten children is jointly funded by the state government and the city of Casey.

The Centre has 2 kindergarten playroom for the four-year-old kid, 2 Consultation rooms for Maternal and child health and a for-hire large multi-purpose community room. There are also plans for a new sports reserve to be constructed south of the primary school site that will cater for soccer and cricket. With the project currently in the design phase, it is anticipated that construction will start in the next 4 years.

The location of the new Family and Community Centre is very ideal because this can make a smooth transition from kindergarten to school and parents will have a single drop-off point for their preschoolers, school-aged children and those attending the centre.

Cracked footpath? Pothole? fallen tree? Broken stoplight? Worry no more! The city of Casey has launched a new online portal to make reporting of issues in the city easier for the residents. Just simply go online, take a photo and add few details, and it’s done – the responsible team will then get to work to rectify the problem as soon as possible.

The new online portal is set to be a mobile-friendly so residents can easily inform the council on the spot any issues inside the city.

“In most cases, sending us a photo is the easiest and quickest way to notify us of issues that need addressing. That’s why a key feature of the new online portal is the ability to take a photo and upload it to show us what the issue is,” Cr Serey said.

“The sooner we know, the sooner we can act. We need residents to report theses issue, you are the eyes and ears of keeping council’s presentation the envy of other councils.”

Cr Serey said Casey Council was committed to creating better customer service, especially through the use of improved technology and digital channels.

“We value and support innovations and this online portal is another example of how we can use technology to make it easier for our community to communicate with us, so that we can address issues faster and more efficiently than ever before.”

Cr Rex Flannery was appointed as a Council delegate for Special committee planning during the special Council meeting on 31 December 2019. The City is also accepting interested applicants for the two independent members to join the special committee and will be considered at Council’s Ordinary meeting on 21 January 2020. Independent committee members will be required to have relevant planning, governance and probity experience.

City of Casey Mayor Cr Susan Serey said the Special Committee established under the Local Government Act 1989 will have delegated decision-making authority under the Planning and Environment Act to deal with approximately four per cent of planning applications. The majority of other planning applications will continue to be decided by Council officers under delegated authority.

“This enables Council to fulfil its obligations as a responsible authority in a timely fashion, protects applicant and objector rights and protects the integrity of decisions being made whilst the IBAC investigations are underway,” said the Mayor.

“Councillors have continued to work diligently throughout the holiday break to provide assurance to our Casey community that accountability, serving and delivering outcomes is our primary focus for our community.

“The committee will operate with the authority to make decisions on behalf of Council in relation to the Planning and Environment Act. It will not replace our role as Councillors or take away the community’s voice. Residents will still be able to approach their Ward Councillors or Cr Flannery should they have concerns around specific planning applications, which will be provided to the Special Committee. The right to object to VCAT for applicants and objectors means no one’s voice or rights are silenced.

“We need to ensure that we are meeting our obligations around planning applications being considered in a timely matter and are being processed in the quickest possible way, which the Special Committee will allow us to do.”

It is anticipated that the Special Committee will meet monthly, commencing in February 2020. Meetings of the Special Committee would be open to the public.

“As a number of the trees are now in poor or declining condition Council instigated a proactive removal and replacement program, with the support of the Berwick RSL, to protect the Avenue and preserve it into the future,” City of  Casey Mayor Cr Susan Serey said in the completion of the first stage of the Beaconsfield Avenue of Honour tree renewal program has been completed, with 32 new trees planted to replace those that were in poor condition.

These newly planted trees are to replicate those that were removed to ensure the visual character of this living memorial is maintained.

Stage 2 of the tree planting project will commence mid-2020 with additional trees at a number of vacant locations to strengthen the Avenue. Further tree removal and replacement stages will follow in 2021 and 2022 to coincide with their respective planting seasons.

Edrington Ward Councillor Tim Jackson said the replanting program has been welcomed by the community.

“We have received a number of calls from residents enquiring about the work and when we explain what we are doing, the response has been overwhelmingly supportive,” Cr Jackson said.

“The Avenue of Honour is clearly very important to residents and this project ensures that it will still be there for many years to come.”

Council will continue to engage with the community prior to the delivery of future stages and welcomes any feedback regarding the delivery of this significant project.

Family day care educator Yattowita (Nilanthi) Withana from Hampton Park, and Thanushka Samarasinghe from Narre Warren were two of the 65 regional winners from across Australia after being recognised for providing outstanding Family Day Care services.

Nilanthi feel blessed for winning the Family day care Australia’s regional award second year in a row for Bayside and South East Suburbs.

“What a blessing it is to be recognised as the best educator in Victoria’s Bayside and South Eastern Suburbs for the second time. I could not have gone this far without the enormous assistance and guidance I always had from the City of Casey,” she said.

Thanushka also won the Regional Award for the Eastern Suburbs, and was really honoured to received the award.

“I’m really happy and grateful that I won the award, and would also like to say that not just me but all the educators I know in the community are doing a great job. We put our heart and soul into our work,” she said.

Councillor Rex Flannery extends his greetings to both women for their amazing achievement and acknowledged the crucial role educators and carers like Nilanthi and Thanushka play in the community.

“I wish to congratulate Thanushka and Nilanthi on the outstanding service they provide to Casey families,” he said.

“Our community’s educators and carers play a big part in children’s development and growth, so it’s fantastic to see their outstanding contribution being recognised through this award.”

The City of Casey was also nominated for service of the year, as recognition of excellent service delivery.

TAC L2P Learner Driver Mentor Program of the City of Casey celebrates its 10th anniversary of being in service for learners age between 16 and 21. Representatives from government, business, and public join Casey Mayor Councilor Susan Serey at Bunjil Place for the celebration.

The program aims to help learners who are less fortunate to have access to a vehicle or supervising drivers to gain the experience needed to have a probationary licence. L2P program in Casey started with 25 learner drivers and a few but committed volunteers, and one car which was also a donation from Berwick Mazda.

L2p Program in Casey is considered to be the biggest in the state having 55 learner place. “This has supported over 300 learners, including 10 enhanced learner places for young people with higher needs,” she said, “And the program has successfully helped 137 learners to attain their probationary license.”

“We have had a total 102 mentors participate in the program over the past 10 years. Together, these amazing volunteers have freely given more than 17,000 driving hours of their time to help young people get their licence, which in turn helps these young people to seize work and study opportunities that they may not otherwise have had access to.”

In line with the celebration of the festive season, Casey Cardinia Libraries has partnered with local charities to reach out to those less fortunate communities. All library branches will be accepting monetary, gifts, and food donations to help these families.

City Mayor Councillor Susan Serey said that all Casey Cardinia Libraries branches will accept non-perishable food with intact packaging and best before dates in 2020.

“It is a wonderful opportunity to tap into the true spirit of Christmas by donating new, unwrapped gifts to brighten the Festive Season for those that need it most,” she said.

In addition, fines for lost or damaged books will be waived if they come with their donations, and pre-loved books are also available in exchange for donations.

Casey Cardinia Libraries CEO Chris Buckingham acknowledged that there are people “doing it tough in our community” and that Christmas is often a time when things can get harder.

“Casey Cardinia Libraries is always keen to pay it forward and support our charity partners to make things better for the vulnerable”, he said.

“This year, we think that our surplus books will make great, recycled gifts for friends or family. The recycled books, as well as the removal of fines for lost and damaged books, are our way of saying ‘thank you’ to our community who supports those in need so generously.”

Nature lovers can now enjoy spectacular scenery, peaceful walks, and wildlife-spotting at our beautiful bushland reserves. Head for the coastal towns of Warneet or Blind Bight to explore the spectacular coastal mangroves or enjoy a peaceful walk through the open woodlands of Brookland Greens and pristine scrub of Morning Mist Reserve.

Thanks to an abundance of rain last winter, the native blooms are looking spectacular right now, including many unique and rare orchids that are found across Casey. Our remnant bushland areas are also home to some remarkable animals, including abundant bird species, echidnas, wallabies, frogs, and the endangered Southern Brown Bandicoot.

Grab your walking shoes and get out and about in our beautiful municipality this summer. And remember – many of our native animals, such as the bandicoot and the sugar glider, are nocturnal – so grab a torch and try a spotlight walk with your family. There’s so much to discover:

Hilltop Park Nature Reserve (McMahon Avenue, Cranbourne) – Perched on the crest of the hill this looping walking track will give you a great sense of Casey’s past, present, and future.

Brookland Greens (Cherry Hills Drive, Cranbourne) – nestled in close to the Royal Botanic Gardens Cranbourne you may be lucky enough to catch a glimpse of the Southern Brown Bandicoot.

Woodlot Lane Reserve, (Woodlot Lane, Tooradin) – stunning walk through bushland to a viewing platform over the salt marsh on the Tooradin coastline.

Jessie Traill Reserve, (King Rd, Harkaway) – Enjoy a walk along the creek on the recently upgraded paths, or sit among the trees and spot some of the local birds and wildlife that call this reserve home.

Blind Bight Nature Reserve (Anchorage Drive, Blind Bight) – immerse yourself in this coastal wonderland, exploring more than 100 species of plants.

Casuarina Forest (William Hovell Drive, Endeavour Hills) – not your ordinary grassland, this site is recognised for its diverse flora, including its domination by Allocasuarina littoralis (black she-oak).

Comments from the residents of Casey for the draft Activity Centres  Strategy is being encouraged by the City council. The city has a combined total of 81 large and small centres use for shopping, eating, work and meeting. The new strategy outlines Council’s vision to create a strong and vibrant network of activity centres across the municipality, and guidance on their growth and development to ensure they are thriving economic and social hubs for the community.

With a particular focus on jobs and economic development, the draft strategy will have these three key focus areas:

  • Shopping locally
  • Increasing local jobs, especially higher wage, white-collar job opportunities
  • Making our activity centres better places to spend time, and more enjoyable

An information session will be happening on Wednesday 27 November at 6.15 pm, at Bunjil Place Function Centre, 2 Patrick Northeast Drive.

There will also be three informal drop-in sessions:

  • Lynbrook Community Centre, Wednesday 20 November, 10.00 am – 5.00 pm
  • Selandra Community Hub, Friday 22 November, 10.00 am – 4.30 pm
  • Autumn Place Community Centre, Monday 2 December, 10.00 am – 4.30 pm

Feedback can be provided before 24 December 2019.
